Singh sworn in as PM along with 19 Cabinet ministers





New Delhi : Manmohan Singh was sworn-in as Prime Minister for a second consecutive term at the head of a 20-member team in the first installment of Government formation truncated by the deadlock over portfolios for DMK members.Singh, the first Prime Minister after Jawaharlal Nehru to get a second opportunity after a full-term, was sworn-in by President Pratibha Patil exactly five years to date after the UPA Government assumed office in 2004.
Pranab Mukherjee, Sharad Pawar, A K Antony and P Chidambaram, already ministers in the outgoing government, were among those who took the oaths of office and secrecy along with new entrants S M Krishna, Mamata Banerjee, Ghulam Nabi Azad, Veerappa Moily and C P Joshi.In constituting the new government, senior Congress leaders Arjun Singh, H R Bhardwaj, Saifuddin Soz and Sis Ram Ola do not figure in the ministry.
S Jaipal Reddy, Vayalar Ravi, Sushilkumar Shinde, Kamal Nath, Meira Kumar, Kapil Sibal, Anand Sharma, Ambika Soni, B K Handique and Murli Deora have retained their berth in the ministry with Sharma and Handique being elevated.The oath taking ceremony in the Rashtrapati Bhavan was attended among others by Vice President Hamid Ansari, UPA chairperson Sonia Gandhi and BJP leader L K Advani. Rahul Gandhi and Priyanka Gandhi, former Vice President Bhairon Singh Shekhawat, Lalu Prasad, Ram Vilas Paswan and service chiefs were also present.

Mumbai: Lakshmi Rai started young. She started modelling at the age of 13. "My parents were a little apprehensive and said okay, thinking I would only be walking the ramp. Being an actress was way beyond their imagination." But an actress she turned out to be, as she won the Miss Karnataka crown twice and there were a spate of Kannada and Tamil film offers.


"I was very young and didn't know where I was going. I met some really unscrupulous people too and experienced a lot of rubbish. But thankfully, my parents were with me all the time," she says.

Those things are in the past now. After having made a bit mark in the South, Lakshmi is all set to enter Bollywood. However, she has just backed out of Himesh Reshammiya's Hey Gujju. "I had agreed to do the film, but after watching Karz (Reshammiya's earlier film), I decided I cannot be a part of such films. I requested them to let me go," she says.

But what has worked in her favour is being linked to the captain of the Indian cricket team, Mahendra Singh Dhoni. "I know Dhoni since last year. He, along with the Indian team, came for my birthday party and we got along very well. Dhoni and Suresh Raina stayed on till five in the morning. We have been in touch since then and I can safely call him my best friend. For a long time even though we were meeting, people didn't write about us. But after 26/11, security was stepped up...Once Dhoni had come out to have coffee with me. I think the security leaked the story that we were together. Since then, there has been no stopping the stories about us," she says, with a laugh. "Dhoni is a gem of a person. No airs, no attitude, very humble and down to earth."

Lakshmi let's in on a secret: "Dhoni says he wants to get married within a year or two..." And would she accept it if he proposed? "Someone else had asked me this question too and I replied, Why not?" she says, with a giggle. "But Dhoni is the kind of guy any girl would want to marry, he is very affectionate andbalanced."

New Delhi: Bollywood actor Amitabh Bachchan might be a big fan of Indian Premier Legue but the actor says that he does not have enough money to buy a team.

"I don't have as much money as Shahrukh. He has money and so he owns a team," the actor said in an interview to Zee news.

Like the millions of Indians, the mega star too loves cricket as he never misses IPL matches.

"I watch almost all the matches of IPL," Bachchan said.

When asked whether the actor was disappointed that Dhoni did not reply to his SMS congratulating him for the Padma Shri award, the actor said, "He must have been busy, there's no need to make an issue out of this."

Bachchan had earlier mentioned in his blog how he had got Dhoni's number from John Abraham to send his wishes.

News: Aakriti case - Government seeks action against teacher, nurse


New Delhi: Delhi Education Minister Arvinder Singh Lovely on Thursday threatened action against Modern School if it does not act against the teacher and the nurse responsible for the death of 17-year-old student Aakriti Bhatia within seven days.

The government is giving seven days' time to the school to take action against the nurse and the teacher and if they fail to do so, then action will be taken against the school, the minister told reporters on the sidelines of a conference here.

Aakriti, a Class 12 student of Modern School at Vasant Vihar, had suffered an asthma attack in school April 20 and died on way to hospital.

Her parents and fellow students had accused school authorities of not taking timely action when Aakriti suffered the asthma attack. The Delhi government had ordered an inquiry into Aakriti's death, though the school had denied allegations of negligence.

Delhi Chief Minister Sheila Dikshit on Wednesday said that as per initial reports, a teacher and a nurse were responsible for Aakriti's death.

"Prima facie it looks that the nurse and teacher are responsible and the school should suspend them for the time being. Everything will be cleared after the viscera report is received," Dikshit had said.

A committee appointed by the education department to probe the matter found lapses on the part of the school authorities.

"The panel was headed by Regional Director Sunita S. Kaushik. The report stated that the school authorities failed to provide proper and timely medication to Aakriti... It also observed that the principal of the school Goldy Malhotra did not take adequate steps to ensure proper medical treatment to the teenager," a source said.

The Delhi Commission for Protection of Child Rights (DCPCR), in its report, also found lapses on part of Modern School.

"On the basis of statement of school students and authorities, we have recommended the Delhi Police register a criminal negligence case. But the police has not taken any action so we are approaching Delhi High court to get a case registered against the school authorities," a DCPCR member told sources. IANS

Chennai politics News: DMK to stay out of UPA govt for now



 

NEW DELHI: The DMK, a key pre-poll ally of the Congress , will stay out of the new government at least for now, providing outside support following a deadlock in negotiations with Congress over portfolios.

DMK supremo and Tamil Nadu Chief Minister M Karunandhi told reporters before leaving for Chennai with other party leaders this morning that the party has decided to give outside support.

Karunanidhi said the Congress has given a formula on ministerial allocation but he cannot give his views as an individual as the DMK’s executive will discuss and decide on the issue after which only the party would say something.

Manmohan Singh, who will be sworn in as Prime Minister this evening, is expected to keep the portfolios proposed for DMK with himself till a settlement is reached.

A meeting of the DMK executive has already been convened in Chennai today which will discuss the deadlock in the talks between the party and Congress on ministerial berth allocation.

Yesterday after several rounds of discussions in the last two days, the party announced that the Congress formula on ministerial allocation was not acceptable to it and the party would give only outside support.

There are various versions of what the DMK has demanded and what the Congress has agreed to give. Among them are that the party wanted cabinet berths for Karunanidhi’s son M K Azhagiri, daughter Kanimozhi and grand nephew Dayanadhi Maran besides T R Baalu and A Raja apart from ministers of state berths for some others.

Congress spokesman Janardhan Dwivedi had last night reacted that the DMK was asking for too much and they should be more reasonable.

Sources said the Prime Minister was said to be against inclusion of Baalu and Raja, a stand the DMK is said to be resisting.

Congress sources said that party president Sonia Gandhi and Prime Minister Manmohan Singh had discussions till early hours this morning and decided to renegotiate with DMK.

Gandhi and Singh also made calls to DMK chief M Karunanidhi late last night in their last ditch attempt to mollify the Dravidian leader.

During the meeting at PM’s residence, the Congress President took stock of the situation after DMK bargained hard for more berths in the Union council of ministers The DMK is learnt to have demanded portfolios like shipping, surface transport, communications and environment.

Sonia and Singh discussed names from both Congress and its pre-poll allies for cabinet berths and allocation of portfolios to the council of ministers.

Prime Minister Manmohan Singh is scheduled to be sworn in by President Pratibha Patil at Rashtrapati Bhawan at 6.30s pm today.

 HYDERABAD: The state CPM, which suffered the biggest-ever drubbing in the elections, is reviewing the reasons for its debacle. The state committee, which met here on Thursday, constituted a team of senior party leaders to analyse the booth-wise votes polled and the reasons for the party’s poor performance.

The report would be submitted to the state committee. However, a preliminary study points fingers at the CPI and non-transfer of votes from allies. The CPM leaders are of the opinion that lack of unity between the two Left parties resulted in electoral reverses. They cited the CPI’s recalcitrant attitude as far as the Mangalagiri seat was concerned. The CPI refused to withdraw its candidate making way for CPM.

They felt that a similar non cooperative attitude in other places was one of the reasons for their undoing. However, the CPM was of the opinion that its vote bank was intact though they failed to retain their seats.

Party leaders N Narsimhaiah and the lone MLA, J Ranga Reddy, said that the party would not get demoralised by the results and would continue to take up people’s issues and organise agitations.

Party secretary B V Raghavulu expressed the hope that the Congress, which came to power for the second consecutive term, would change its attitude towards the opposition and behave responsibly. He also appreciated the decision of the chief minister to increase the Rs 2-a-kg rice quota from 4 kg per head to 6 kg and nine-hour free power supply to the farm sector.

Politics New: Now Botsa Looking ZPP post for his family

 

VIZIANAGARAM: At the CLP meeting when Bosta Satyanarayana was introducing the winning candidates from his family to CM Y S Rajasekhara Reddy, "Botsa family down down," said Raghuveera Reddy jokingly. While Raghuveera’s repartee was that the party shouldn’t encourage only one family to flourish. But, Botsa seems to have now set his eyes on the zilla parishad chairman post.

The ex-housing minister wants to retain the ZP chief post for the family as it is a key post in the district. But it is to be seen whether the CM would allow this considering that the family has already three MLA seats -- Botsa from Cheepurupalli, his brother Appala Narsaiah from Gajapathinagaram and his niece’s husband Badukonda Appala Naidu from Nellimarla, besides the Vizianagaram Lok Sabha seat with Bosta’s wife Jhansi emerging victorious.

"Basically Botsa wants it to make it a one-man show in the district and towards this end, he would do anything to regain his stranglehold on the district politics," a Congress leader said. In fact, Appala Naidu was the ZP chief but Botsa got the Nellimarla ticket for him.

Party sources said a Velama candidate may get the opportunity as they did not get proper representation in the general elections. But certain sections in the party believe that Botsa would not give up his grip on the key post in the district.

When his wife Jhansi won the by-election of Bobbili Lok Sabha seat after vacating the ZP chairperson post, Botsa immediately brought his brother Appala Narsaiah into the picture to fill the post. But district minister Satrucharla Vijaya Ramaraju opposed it tooth and nail, forcing the CM to depute two senior leaders Penumatsa Samba Sivaraju and Vasireddy Varada Rama Rao and finally, the seat was given to Appala Naidu.

With many ZPTC members aspiring for the vacant ZP chairman post, the party high command is in a dilemma. Also, three ZPTC posts of Dattirajeru, Denkada and Jiyyammavalasa have fallen vacant as the three ZPTCs have won the assembly elections as MLAs. Janardhana Thatraju, Jiyyammavalasa ZPTC, won from Kurupam segment, Narasiah, Dattirajeru ZPTC, emerged victorious from Gajapathinagaram and Denkada ZPTC Appala Naidu from Nellimarla.

HYDERABAD: Andhra Pradesh Chief Minister Y. S. Rajasekhara Reddy has said that he will abide by the party’s stand on Telangana statehood issue.

Dr. Reddy reiterated his remarks that there was no change in his stand on the issue and that was made very clear through a statement in the Assembly earlier this year. “The Congress had never said that it was opposed to Telangana,” he said at a ‘Meet the Press’ programme organised by the AP Union of Working Journalists here on Thursday. “There is no second opinion about Telangana. What I had said was while carving out a new State, the issues concerning the other regions should also be studied,” he added.

The Chief Minister, during the second phase election campaign, had expressed serious reservations on creation of Telangana stating that if a separate State was created under the Grand Alliance regime, the people of Andhra and Rayalaseema would be forced to obtain visas to enter Hyderabad. Dr. Reddy to persistent queries whether the 2009 election results had sealed the fate of statehood said that sentiment was still there. Asked further if the verdict has given a solution to the issue, Dr.Reddy pointed out that the elections were not fought on this one issue. Nevertheless, he said people had chosen the Congress party in the region where it won 50 Assembly and 12 Lok Sabha seats.

To a question whether Telangana was an issue or created by the leaders, he observed that he had repeatedly asked people whether Telangana Rashtra Samiti (TRS) would have been formed if K. Chandrasekhar Rao was inducted into the Cabinet by then Chief Minister N. Chandrababu Naidu in 1999.

To another question, Dr. Reddy said the performance of the Congress party in the region only showed that there was a leadership crisis in the TRS. When queried whether his group would continue to dominate the political scene in the party, Dr. Reddy shot back saying that there was only one group which was the Sonia and Congress group. He promised to reward the services of the party cadres. He also clarified that there was no need for a Deputy Chief Minister from the Telangana region.

Local issues to blame

Asked about the debacle of several Ministers, he said local issues had contributed to their defeat.

On whether the government was contemplating seeking ‘national project’ status for Pranahita-Chevella and Polavaram projects, he said work on that line was already on.

 

News India : State hikes liquor price to fund health schemes

 


The government will increase liquor prices to raise an additional Rs 200 crore to pay for Rajiv Arogyasri, the Chief Minister, Dr Y.S. Rajasekhar Reddy’s pet health insurance scheme for the poor.

The AP Bewerages Corporation Limited has been working out the new rates. The minimum hike will be Rs 2 per 180 ml of Indian Made Liquor.

While the price of beer will be hiked by Rs 2 per bottle, the increase will be higher for premium liquor. Sources told this correspondent that the government had foreseen a shortfall of Rs 400 crore for the Arogyasri scheme, and the Dr Reddy had approved the idea of filling half the gap by hiking liquor prices. “We will get Rs 200 crore with the increase,” said a senior excise official.

The government is been charging 2.5 per cent of the turnover on liquor sales for the Chief Minister’s Relief Fund. The revenue principal secretary, Mr G. Sudheer, and the excise commissioner, Mr Hiralal Samaria, handed over cheque of Rs 15 crore towards the monthly instalment for CMRF on Thursday.

News AP: Gaddar to launch new party to fight for Telangana



Accusing Telangana Rashtra Samiti (TRS) president K. Chandrasekhara Rao of defusing the Telangana movement, revolutionary balladeer Gaddar Friday said he would float a party to achieve separate statehood through a people’s struggle.

The Maoist sympathiser told reporters that this would not be a mere vote-based party like the TRS but would try to achieve its goal through a people’s struggle, including a cultural campaign.

Gaddar said he would make an announcement after his surgery to remove a bullet from his body.

Gaddar, who had actively participated in the Telangana movement of 1969, said doctors were likely to operate on him to remove a bullet from his lower abdomen, which hit him during an assassination attempt here in 1997. The singer had blamed police for the attack.

"I will call a meeting of all pro-Telangana intellectuals, poets, singers and activists before formally launching the party," he said.

He apologised to the people of the region for sharing a dais with Chandrasekhara Rao, Bharatiya Janata Party (BJP) leader L.K. Advani and former Andhra Pradesh home minister T. Devender Goud.

"Inviting Advani to a dharna in Delhi, inviting Goud who suppressed the revolutionary movement as home minister, at martyrs’ memorial and sharing dais with Chandrasekhara Rao at a meeting were my mistakes and I apologise to people for the same."

Gaddar, who came out of month-long hiding following "false" cases being booked against him by the police, confirmed that several present and former TRS leaders approached him with a request to launch a party.

"People of Telangana voted for the Congress party which refused to give separate state. The party always maintained the same stand. We all should take lessons from this," he added.

He said while former chief minister K. Chenna Reddy abruptly ended the Telangana movement in early 1970s when it was near its goal, Chandrasekhara Rao defused the movement.

Chandrasekhara Rao had floated the TRS in 2000 to revive the three-decade-old movement for separate statehood to Telangana, comprising 10 districts including Hyderabad.

In the just concluded elections, TRS could win only 10 assembly and two Lok Sabha seats in the region.
